The 8 percent unemployment rate is lower than the nation's overall 9.9 percent jobless rate, but it is high for college graduates, who typically have a lower unemployment rate than those without bachelor's degrees. Mr. Nardone noted that for high school graduates under age 25 who did not enroll in college, the jobless rate was 24.5 percent last month, up from 11.4 percent in April 2007.

That's because kids who come out of school with a degree feel they need to start at a certain level and certain pay.
They could find "work", just not the work they want.
My sister-in-law is an example. She got a degree in English. There aren't any jobs around here available for new teachers. So she works clerical at Foster Farms.
I bet a lot of young men and women with their hearts set on being a teacher, who come out with an English degree, would hold out...live with mom and dad for a few more years and not do any real steady work, until they get the chance to start subbing, etc.

How much of that 25% don't live with their parents and are actively seeking work?

My advice to you Sir is to do what your parents did in a recession. Go to grad school!
