It's the bottom of their conference that will keep them out. In the ranking of the entire conference the article shows that they are almost as far behind the lowest ranked Automatic Qualifying Conference as that last place AQ Conference is behind the number 2 ranked AQ conference.
The bottom of the MWC is so much worse than the bottom of the AQs that I can't see them getting an auto invite. The top 3 in the MWC are not enough to get them there. Especially since the rest of the MWC has been stuck where they are for so long.

Yeah, the bottom half is pretty bad for any BCS thought. Maybe they could just trade out the worst four for Nevada, BSU, Fresno, and Houston.

Can a conference kick out schools? Once in I thought they can stay in unless the school wishes to move on.

It's pretty hard from what I understand. The best thing to do is start a new one and leave the old conference with the schools that you want to come with you. That's exactly how the MWC got formed from the WAC.
