You already know what's going on in California. The comparisons between TX and CA are many: Border states with a significant percentage of the population comprised of Hispanics, lots of natural resources, lots of exports, huge populations.

So why is one nearly bankrupt and the other doing fine (http://www.slate.com/id/2250999/?from=rss) and what should Nevada learn from this?

These are the most important two sentences in the whole article.

"The state has its own electricity grid, which is not connected to neighboring states. That has allowed it to move swiftly and decisively in deregulating power markets, building new transmission lines, and pursuing alternative sources."

Nevada has more than enough alternative sources of energy readily available, but doesn't have the infrastructure in place to take advantage of them at this point.

It was that that took me to the article, and while Nevada doesn't have the infrastructure, they should team with companies that can provide it. Nevada could be a big supplier of energy to California. The amount of land in federal hands is an issue as well. Utah is trying to take back a lot of their land...Nevada should too.
